Minimum wages, in plain words

Who sets minimum wages?

Each state, for each skill level (and often each zone and type of work), and the Centre for central-sphere establishments. Most states add a dearness allowance twice a year, from 1 April and 1 October, so the rate changes even without a new notification.

What counts towards the minimum wage?

Basic pay and DA. HRA, conveyance, bonus and overtime do not. Under the Code on Wages, wages for this purpose must also be at least half of total pay.

Is there a national floor wage?

Not yet. The Code on Wages (in force from 21 November 2025) lets the Centre fix a national floor wage that no state may go below, but no amount had been notified by October 2026. The often-quoted ₹176 a day is an old, non-binding 2017 figure.
